
Councillors are responsible for the services of Norfolk County Council, and for making sure they are delivered effectively and efficiently. In Norfolk, we have pioneered an award-winning approach which:

• Gives us access to resources outside the County Council when we need them
• Joins up the best of both the private and public sector to make our services more effective and efficient
For ten years from 2004, construction services firm May Gurney and international engineering and management consultant Mott MacDonald will work with the County Council as strategic partners to find innovative ways of delivering the full range of services including roads, bridges, transport planning, passenger transport, waste, environment and planning.
The new deal replaces the existing partnership contracts, which these two companies have held for five years and which expired in July 2004.
Norfolk County Council was the first local authority in the country to work so closely with the private sector to deliver public services. It is estimated that the partnerships have already saved Norfolk taxpayers more than £1m a year, compared with the cost of carrying out work by traditional methods.
The first partnerships also helped the County Council achieve Beacon status for Rethinking Construction, which means the Government recognises its work as an example of good practice to other councils.
The Partnership’s range of work includes:
• Public and community transport
• Planning for minerals, waste, and strategic development
The department has certification for its quality management system under ISO 9001 by BSI Ltd for many of its services. The laboratory is also accredited by UKAS (the United Kingdom Accreditation Services) for many of its testing services.
Both strategic partners also have quality management certification to ISO 9001.
The department’s Environmental Management System is accredited to ISO 14001, as is that of Mott MacDonald’s Norwich office and May Gurney.
Norfolk County Council and Mott MacDonald are accredited as Investors in People.
The Partnership aims to provide a professional, high quality service in transportation and highways engineering. It is able to offer a comprehensive service from the initial conception of a project, through the planning and designing phases, to construction and maintenance.
