Minerals and Waste in Norfolk

Each year in Norfolk, around 3 million tonnes of minerals are extracted. These minerals provide the raw materials necessary for our manufacturing industries and for building our homes, schools and roads. This demand is expected to continue into the future. With regard to waste, 2.56 million tonnes of waste per year will need to be managed in Norfolk by 2016. At least three quarters of this waste needs to be recycled or recovered instead of going to landfill.

It is clear that the way we plan for these needs is important for the way we live our lives and the way our towns and villages function. At the same time, we understand the adverse impacts minerals and waste activities can have on our communities and environment. And that’s the challenge – to enjoy the benefits of minerals extraction and managing our waste properly, whilst minimising the down side. This is why we need good planning.

As a County Council, we have to plan for how much waste is produced in Norfolk and what to do with it, and also for how much mineral extraction is needed. We want to plan for minerals and waste development in a way that minimises adverse impacts and maximises potential positive impacts. The Planning and Compulsory Purchase Act 2004 introduced a fundamental reform of the Planning System that requires Norfolk County Council to replace the existing land use Development Plan System (consisting of Structure Plans and Local Plans) with a new Local Development Frameworks (LDF) system.

The Local Development Framework (LDF) is a suite of documents which together will guide mineral and waste development within Norfolk. The following sites have been withdrawn from the Minerals and Waste Site Allocations by the person/organisation who originally proposed them:

Consultation - Norfolk Minerals and Waste Local Development Framework

We think it is important to involve Norfolk’s communities and others in developing our minerals and waste policy. Across Norfolk there is a wealth of knowledge, experience and interest, as well as concern about minerals and waste. So whether it’s your own experiences, or detailed knowledge of minerals extraction or waste management, or your appreciation for your local community or your favourite beauty spot, you have a lot to offer this plan making process.

The latest consultation on the below documents has finished.

• Norfolk Minerals and Waste Core Strategy and Development Control: Preferred Options stage - The consultation period was held between 15 February and 5pm on 28 March 2008. The The submission document is now planned to be published in November 2008, with the opportunity to comment during a six week period. This will be followed by an Examination in Public in 2009. Norfolk Minerals Site Allocations: Issues and Options stage - The consultation period was between 15 February and 5pm on 25 April 2008. The next consultation on this document (the Preferred sites stage) is now planned for early 2009. We will send further correspondence to everyone on our consultee database once a definite consultation date has been agreed with the regional Government Office.

• Norfolk Waste Site Allocations: Issues and Options stage - The consultation period was between 15 February and 5pm on 25 April 2008. The next consultation on this document (the Preferred sites stage) is now planned for early 2009. We will send further correspondence to everyone on our consultee database once a definite consultation date has been agreed with the regional Government Office.
