Key dates and timelines

The new system will be phased in as follows:

  • Phase 1 - Home Support providers – October to December 2017
  • Phase 2 – providers who provide day opportunities services – January to March 2018
  • Phase 3 - Residential, Nursing and Supported Living providers – April to July 2018

The providers who don’t have access to the Provider Portal will continue to submit their invoices and supporting service delivery information as they currently do, and in their current format, until their on-boarding phase comes around.

  • You will need to submit your invoices for the period of 18 September to 15 October 2017 by 30 October at the latest. We will guarantee that all correct invoices matching the ISOs we have in place received by this date will be paid no later than 8 November.
  • Any invoices for the period 18 September to 15 October 2017 that are not received by 30 October will be held by Norfolk County Council staff and processed from when ContrOCC goes live, which will be on either the 22 or 23 November

When ContrOCC goes live on 22 or 23 November you will be able to start accessing the Provider Portal with the login details we will have sent you prior to go live.  Providers who submitted their invoices by 30 October will be able to immediately upload the hours of care they provided (actuals) and submit invoices for the period 16 October to 12 November 2017.

Providers who do not submit their final invoices under the old system by 30 October will have to wait for those invoices to be processed and paid in the new system, delaying their access to the Provider Portal potentially up until the week beginning 27 November as we process your invoice for the period 18 September to 15 October 2017.

As from 22 or 23 November you will be able to start processing the four week period of 16 October to 12 November.

If you are a day support provider there will be a further change to how you submit invoices:

  • If you are on the 1995 contract you will no longer need to send in the additional attendance return for your organisation as all the information we require will be on your invoice
  • If you are on the 2012 contract you will need to submit the attendance record for your organisation as part of the submission of your invoice rather than sending these returns to day.charging@norfolk.gov.uk. This will continue until you have access to the provider portal, at which point your attendance records can be submitted there.

Currently we intend to start adding day support providers to the Provider Portal on 5 February 2018, when you will be able to begin submitting data and creating invoices for the four week period of 8 January to 4 February 2018.

In order to make the transition from our existing system to ContrOCC and the Provider Portal we need to have a period of downtime when we transfer data and there will be no live payment system. The estimated go live date for ContrOCC is 22 or 23 November. Your four weekly payment for the period 16 October to 12 November 2017 will be unaffected by the transition, and we will also provide a final catch up payment for that period on 7 November as usual. The payment for the period 13 November to 10 December maybe delayed by two days. This is due to the system downtime, during which data will be being uploaded into the new system.

We currently intend to begin adding residential and supported living providers to the Provider Portal from the end of November 2017 to March 2018, and will provide timelines for this process from November onward.

Now that we have visited the Locality Provider Forums during the summer, this autumn we will be at the Norfolk Care Convention.
