Inclusion commissioning team

Norfolk is an ‘inclusive’ Local Authority and most children and young people with special educational needs and disability (SEND) for whom Norfolk maintains a responsibility will be educated in a mainstream setting. 

The overall focus of this team is on meeting the needs of children and young people who have SEND through the promotion and development of a Local Offer.  The identification of gaps in services is critical in ensuring that the Local Offer meets the needs of all, including those who needs more specialist provision and support.

We expect the majority of children and young people to be educated in their home community and to have their SEND needs met by their local catchment mainstream school.

The Local Offer plays a key strategic role in ensuring that all children and young people with special educational needs and disability (SEND) have their needs met within their local community

The Local Offer is constantly being reviewed and developed to ensure that it is the ‘one stop shop’ for families, young people and the professionals who work with them, where they can find out how things work and what provision and support is available in Norfolk.

Inclusion Locality Teams

The Inclusion Locality Teams are a key part of the Inclusion Commissioning Team within the Education Inclusion Service.

There are three Inclusion Locality Teams in Norfolk:

  • City South
  • North East and Broadland
  • West and Breckland

The Inclusion Locality Teams are multidisciplinary teams made up of Education, Health and Care (EHC) Plan Coordinators, Guidance Advisers and Young Persons Advisers. 

Educational institutions in Norfolk - are allocated a named EHCP Coordinator based on where the setting is based.  The EHCP Coordinator will assume responsibility for all children with statements/EHCPs in that setting. 

Educational institutions located outside of Norfolk who have Norfolk children with statements/EHC Plans in attendance - are allocated to the Inclusion Locality Team and an EHCP Coordinator based on the home postcode of the child.  

Some EHCP Coordinators work exclusively on the 20 week process for new EHC needs assessments/EHC Plans.  These EHCP Coordinators cover all new requests for EHC needs assessment within their geographical boundaries.

All EHCP Coordinators operate within one unified county approach to decision making, ensuring rigour and consistency across Norfolk.

Guidance Advisers and Young Person Advisers mainly work with young people who are not in education, employment or training (NEET) but may work with a small number of young people who are ‘at risk’ of becoming NEET.  It is the educational settings statutory responsibility duty to provide careers education, information, advice and guidance to young people from Year 8 upwards.

SEN Centre of Excellence

The SEN Centre of Excellence is a centralised team providing business support to Children's Services EHCP Coordinators, the Specialist Resource Bases (SRBs) and SENDIST.

The SEN Centre of Excellence only accepts queries in relation to:

  • Children and young people with a Statement or EHC Plan who are arriving in Norfolk
  • Children and young people with a Statement or EHC Plan who are leaving Norfolk
  • Parents and young people wanting to make a verbal request for a EHC Plan Needs Assessment
  • All enquiries where the caller does not know the name of the caseworker assigned to the child or young person who has a EHC Plan, Statement of SEN or LDA (e.g. progress of a referral, existing advice, new advice request, no to assess, feedback on plan, cease to maintain notification, SENDIST tribunal)
  • Specialist resource bases (SRBs) eg about transport to and from a SRB

Inclusion Commissioning Manager – Nicki Rider

The Inclusion Commissioning Manager reports to the Head of Education Inclusion Service. 

The Inclusion Commissioning Manager has overall responsibility for the strategic leadership and direct management responsibility for the Inclusion Locality Teams.

This is the senior post overseeing all commissioning and operations relating to special educational needs. Responsibilities include SEN commissioned provision, admissions for specialist SEN placements.

The Inclusion Commissioning Manager is supported by the three inclusion locality teams, the Local Offer team and the inclusion projects team.
