Phase transfer (for children with SEND)

Norfolk County Council will be starting the phase transfer process for children with Special Educational Needs, who have a statement/EHC plan, who will be moving between school phases in September 2018.

These will be for children who will be in year groups, -1, 2 and 6 in September 2017 for mainstream early years and infant, primary and high school settings, and Alternative Provision Academies (short stay schools) only. If your child is attending a special school or an all through school then we will not be completing the phase transfer process for them.  

We will send out the initial letter to parents on 8 September 2017 along with a parental preference form for you to tell us which school you would like your child to attend in September 2018. A pre-paid envelope will be enclosed for you to return the form to us within 15 days.

Upon receipt of your parental preference form we will consult with your child’s catchment school(s) as well as your school preference(s) and we will also liaise with our admissions team to keep them informed of the process.

Once all consultations have taken place we will issue a proposed notice of amendment (a one page document) advising of your child’s current school and their transfer school for September 2018. You have 15 days to respond to this proposed notice of amendment and change your child’s preference school if needed. If you change your preference, we will need to consult with your new choices and we will issue you with another proposed amendment notice.

If we don’t hear from you within the 15 days, we will issue a final amendment notice (a one page document) naming your child’s current school and September 2018 transfer school. 

We aim to have all final amendment notices issued by 14 February 2018.
