Deaf Resource Bases

The Deaf Resources Bases form part of the Specialist Resource Base (SRB) programme of additionally commissioned services funded by the local authority and delivered by Norfolk schools for learners with high level special educational needs who are educated in mainstream schools.

The focus of all SRBs is on:

  • Working in partnership to sustain home school placements through support and intervention
  • Building capacity to better meet the needs of learners

To provide long term, specialist provision to learners in who have a significant hearing loss which may be moderate to profound (according to British Association of Teachers of the Deaf (BATOD) criteria) across Key Stage 1-4.

  • Specialist staff who have a good knowledge and understanding of the development and research in the field of deaf education
  • Staff with high level communication skills eg signing
  • Regular teaching from the Specialist Teacher of the Deaf
  • Small group teaching as appropriate
  • Specialist support while included into the mainstream school
  • A highly structured approach to language development planned, monitored and maintained by the Teacher of the Deaf
  • Specialist auditory training and speech and language development
  • Advice and support from the Children’s Services Virtual School for Sensory Support
  • A deaf peer group
  • Appropriate amplification
  • Whole school supportive ethos and mainstream staff who have experience of deaf children in the school
  • A deaf adult role model
  • Sign language tuition where appropriate
  • A Deaf Studies curriculum
  • Access to deaf culture and the deaf community
  • Home to school transport, as appropriate
  • Cross campus inclusion opportunities to meet other deaf children
  • Children and young people with a moderate, severe or profound hearing loss
  • It would be expected that learners have an assessed need over and above that which could be offered in a local mainstream school through the local offer
  • Learners will be in the age range appropriate to the school
  • Likely to hold a Statement of SEN or Education, Health and Care plan or undergoing statutory assessment
  • May have a range of secondary needs such as speech, language and communication, specific learning difficulty, behaviour, emotional, social, physical, medical
  • Having the underlying cognitive ability to access a mainstream school curriculum once barriers to learning have been addressed
  • Each case will be considered on an individual basis; however, the following will be used as general guidance according to British Association of Teachers of the Deaf (BATOD) criteria 1 – each child will have a significant hearing loss which may be moderate to profound according to BATOD Criteria

Plus one or more of the following:

  1. A significant delay in one or more areas of development eg Language
  2. Significant difficulty accessing the curriculum within a mainstream setting, even with training, support, specialist equipment and reasonable adjustments
  3. A failure to benefit or thrive within a mainstream school / early years setting
  4. A social need to access a deaf peer group and deaf culture that may include signing
  5. A need for some long term assessment to assess possible additional needs. The length of the assessment placement would be determined on an individual basis.

Admission to the High School Deaf Resource Base will be based on the following criteria in addition to the above:

Ability to access mainstream curriculum for at least 70% of the timetable. It would not be appropriate for students who would be unable to usefully access, even with support, at least 70% of the mainstream curriculum. This would result in the majority of their timetabled day being spent in the Deaf Resource Base, potentially isolated from their peers.

  • Parents and carers must be involved in discussions about SRB placements and agree to any referral and subsequent placement at a Deaf Resource Base
  • A placement at a Deaf Resource Base means the child moves onto the roll of the school
  • If you are consider an SRB placement is appropriate for your child, please discuss this with your child’s Teacher of the Deaf, class teacher or school SENCO in the first instance
  • If your child has an Education, Health and Care Plan Coordinator you can also discuss this with them
  • During the pre-referral stage you may consider arranging a visit with your child to the SRB. This must be done at a pre-arranged time.
  • Schools cannot refer directly to Deaf Resource Bases. Referrals can only be made by a Teacher of the Deaf
  • Referrals and admissions to bases are managed by a county wide admission process including half termly admission meetings
  • Referrals are considered at half termly SRB Admission Meetings
  • Clear concise minutes are taken at each Admission Meeting
  • As soon as the minutes are finalised, SRB business support issue letters to parent carers with the outcome of the meeting and these are copied to the home school and relevant SRB
  • Transport will be arranged if the child meets transport criteria under our home to school transport policy
