Assistant Director: Performance, Planning and Quality Assurance
Reports to the Executive Director of Children’s Services
Lead and manage children’s services planning and performance, quality assurance and statutory independent reviewing functions to inform, challenge and drive service improvements that address needs and improve outcomes for children, young people and their families.
Be a member of the department's Senior Management Team with a shared responsibility for the overall management of the department and a member of the County Management Team with a shared responsibility to lead and support corporate priorities.
To work in partnership with agencies across the Norfolk Safeguarding Children’s Board (NSCB)
To be an advocate for children and young people in all aspects of the work
Be a member of Children’s Services Management Team sharing in the delivery of statutory responsibilities and delivering key department and county council objectives and performance targets.
Works closely with Members providing advice and information on improving outcomes for children and young people, to support effective strategy and decision making to meet the best interests of children and young people in Norfolk.
Thinks ambitiously and innovatively for the long term improvement in outcomes for Norfolk’s children.
Lead the strategic development of Performance, Planning and QA services to ensure continuous improvement, innovation and development of service delivery. Specifically to:
- Identify and measure the key children and young peoples performance indicators that reflect the needs of Norfolk’s children
- Correlate with other information sources to present a full picture of children’s services delivered in Norfolk through professional analysis and advice to the DCS, corporate leadership and elected members
- To act as intelligent internal client with Shared Services making sure CSD operational needs are fully understand and the essentially requirements of shared services are embedded into practice.
Operational and Programme Leadership
Support directorate colleagues to provide quality, cost effective services which achieve the strategic aims of the Directorate, the council and the broader partnership and meet the needs of children in Norfolk for:
- Quality, Audit and Compliance both in house and with external partners across the NSCB.
- Independent Reviewing Services, including Independent Chairing and Reviewing, Local Safeguarding Children’s Board, Local Authority Designated Officer service
- The delivery of the Principal Social Worker and the practice improvement programme delivered by senior social worker practice champions.
- Consistent Business and Programme Support
- Coordination, support and responses to external inspections and peer reviews
- Children and young people’s participation
Provide professional clear leadership, support and development to service staff to ensure that relevant professional standards are met.
Ensure appropriate people management practices are in place for the recruitment, management, coaching, development and accountability for performance of staff, and with due regard to Health and Safety.
To be Caldicott Guardian for Children’s Services.
Representation and communication
To promote the voice of the child through increasing opportunities for involvement in service design and planning.
Develop close working relationships with other agencies and public service providers, building successful working relationships to achieve improved outcomes for Norfolk children and young people.
Ensure effective communication, with public, Members and partners.
Ensure a customer service ethos which delivers high standards of customer care in responding to customer comments and complaints.
Key Performance Outcomes
The delivery of an effective performance framework that ensures the availability of critical information on how well Children’s Services is doing to effectively challenge, support and escalate poor service performance.
Procurement of a new Social Care Information System working jointly with Adult Social Care.
Strengthening the systematic inter-agency quality assurance of practice across the whole system in partnership with the Norfolk Safeguarding Children Board.
The successful development of the Signs of Safety model with Suffolk.
The department has the required level of preparedness for inspection.
The department's activities are co-ordinated and aligned with business planning cycles.
Major programmes and projects within the Directorate are effectively managed and co-ordinated.
Relationship with members, partners, both internal (eg Shared Services functions) and external (eg Police) are developed so as to secure the resources required to deliver the department's strategic objectives.
Functions directly managed are delivered effectively and to budget.
Management team receives effective and timely strategic advice, including accurate planning and performance monitoring advice.
Business support functions across the Service are provided, including service planning, democratic support, data protection, FOI, office accommodation, emergency planning, business continuity, risk management.

- Masters level ability with significant post qualification experience of organising and delivering professional services.
- Relevant professional qualification or equivalent to demonstrate strong knowledge and understanding of a relevant professional field.

- Evidence of experience as a senior manager of social work services with a broad background in children's services.
