Qualification

Street Works (England) (City & Guilds 6157) qualifications are for those carrying out and/or monitoring works on the highway, including locating underground apparatus, signing, lighting and guarding, and excavation and reinstatement of the highway. Our courses cover a range of City & Guilds certifications for both Operatives and Supervisors.

The New Roads and Street Works Act 1991

The New Roads and Street Works Act 1991 (NRSWA) requires work involving the installation, renewal, maintenance and inspection of underground apparatus in the highway to be under the control of competent persons. In order to comply with the Act, undertakers must ensure that a person holding an appropriate Operative qualification is present on the site at all times when work activities are in progress. In addition, to comply with the Act the execution of street works is supervised by someone holding a Supervisor's qualification that covers the work being undertaken.

New Regulations (April 2017)

On 6 April 2017, new regulations come into force in England, The Street Works (Qualifications of Operatives and Supervisors) (England) Regulations 2016. See below for further details. 

Course attendance – Operative or Supervisor?

The Street Works qualifications for Operatives and Supervisors are listed below. Please note that the Supervisor qualifications do not replace or subsume the Operative qualifications: any individual wishing to undertake a Supervisor's role must hold the relevant Supervisors' qualifications, and a qualified Operative must hold the relevant Operatives' qualifications. Although one person can hold both an Operative and Supervisor qualification, that one person cannot cover both an Operative role and a Supervisor role at the same time.

Should you wish to hold both an Operatives and Supervisors qualification card you will need to attend the course twice; once as an Operative and once as a Supervisor.

Changes to the Street Works Qualification (England) – from 6 April 2017

On 6 April 2017, new regulations come into force in England, The Street Works (Qualifications of Operatives and Supervisors) (England) Regulations 2016.   

Department for Transport Circular 02/2016 Street Works Qualifications in England Guidance for Operatives and Supervisors gives further details regarding changes to the qualifications.

Changes in summary

  • There were 16 units – unit complexes made up 12 qualifications before - from April 2017, there will be 16 certificates (in place of units/qualifications)
  • The changes will not affect your existing certificates or street works cards - they will remain valid until they expire
  • If you renew your old style certificates on a like-for-like basis, you will be reassessed in the same subjects as before. On renewal, your old style certificates will automatically be converted to their new equivalents
  • Each certificate will have its own expiry date - there will no longer be a single card expiry date; however should ‘key certificates’ expire the remaining certificates will become invalid

New certification structure:

Operative certificates

  • LA Location and avoidance of underground apparatus (key certificate)
  • O1 Signing, lighting and guarding (key certificate)
  • O2 Excavation in the highway
  • O3 Reinstatement and compaction of backfill materials
  • O4 Reinstatement of sub-base and base in non-bituminous materials
  • O5 Reinstatement in cold lay bituminous materials
  • O6 Reinstatement in hot-lay bituminous materials
  • O7 Reinstatement of concrete slabs
  • O8 Reinstatement of modular surfaces, concrete footways

If you are an operative, you need the following to be qualified to excavate or reinstate:

  • LA - Location and avoidance of underground apparatus;
  • O1 - Signing, lighting and guarding; and
  • The relevant O-certificate(s), from O2 to O8

Supervisor certificates

  • LA Location and avoidance of underground apparatus (key certificate)
  • S1 Monitoring signing, lighting and guarding (key certificate)
  • S2 Monitoring excavation in the highway
  • S3 Monitoring reinstatement and compaction of backfill materials
  • S4 Monitoring reinstatement of sub-base and base in non-bituminous materials
  • S5 Monitoring reinstatement in bituminous materials
  • S6 Monitoring reinstatement of concrete slabs
  • S7 Monitoring reinstatement of modular surfaces, concrete footways

If you are a supervisor, you need the following to be qualified to monitor excavation or reinstatement:

  • LA - Location & avoidance of underground apparatus
  • S1 - Monitoring signing, lighting and guarding; and
  • The relevant S-certificate(s), from S2 to S7

SWQR Cards

Key certificates will appear on the front of the card, others will appear on the back.  Key certificates must be valid for the others to be valid. In summary:

  • If LA expires, every certificate on the back of the card becomes invalid
  • If O1 expires, all O-certificates on the back of the card become invalid
  • If S1 expires, all S-certificates on the back of the card become invalid

If a key certificate expires, you won't lose the other certificates altogether - they will become valid again once the expired key certificate is renewed.

Who should attend?

Operatives who excavate backfill and reinstate the Highway, and Supervisors who hold responsibility for the monitoring of Operatives/sites.  The aim of the course is to supply candidates with the skills and knowledge required to enable work (Operatives) or monitoring of work (Supervisors) to be completed to the required legal standards.

  • LA - Location and avoidance of underground apparatus (Key certificate)
  • O1 - Signing, lighting and guarding (Key certificate)

  • O4 - Reinstatement of sub-base and base in non-bituminous materials

Note that this is our most popular course, particularly for Operative places, therefore contact the centre to check up-to-date availability before returning a course booking form.  In order to allow you time to complete and return your form, we are able to put places on hold for a period of one week.

‘At request’ courses

We are also able to provide this course on request.  Requested courses will be held at our training centre in Hethersett Norwich, Norfolk (NR9 3AZ); there is a minimum requirement of six candidates and a maximum of 12 candidates (this can be Operatives and Supervisors, but a maximum of six of each type).

Who should attend?

Operatives and Supervisors who have to erect or monitor the erection of signing, lighting and guarding for work on the Highway. The aim of the course is to supply candidates with the skills and knowledge required to perform their duties when signing, lighting and guarding.

Qualifications

To reflect new regulations which come into force in England, from 6 April 2017 candidates attending this course as:

Operatives will cover Key certificate O1 - Signing, lighting and guarding 

(prior to April 2017, known as Unit 2)

Supervisors will cover over key supervisor certification S1 – Monitoring Signing, lighting and guarding

(prior to April 2017, known as Unit 10)

Assessment procedure

Operatives will participate in a number of knowledge questions and practical assessments. Supervisors will participate in a number of observation exercises.

Operatives and Supervisors who have to excavate or monitor the excavation of the highway. 

This course is for excavation only, for excavation and reinstatement candidates should attend the ‘Full Course’.

‘At request’ courses

We are able to provide this course on request; please contact us.  Requested courses will be held at our training centre in Hethersett Norwich, Norfolk (NR9 3AZ); there is a minimum requirement of six candidates and a maximum of 12 candidates (Operatives or Supervisors, but a maximum of six of each type).

Who should attend?

Existing Street Works Qualification Registration cardholders wishing to renew their qualifications and cards.

On the back of existing card you will be able to see the qualifications that you/the candidates currently hold. These qualifications are made up of ‘complexes of units’.

Before 6 April 2017, there were 16 units with the Street Works qualifications scheme – these units were combined into ‘unit complexes’, these complexes could make to a total 12 qualifications. 

On 6 April 2017, new regulations come into force in England, The Street Works (Qualifications of Operatives and Supervisors) (England) Regulations 2016.  From this date, there will no longer be complexes of units/qualifications and there will be 16 individual certifications.   For reassessment, certificates will automatically be converted to the new equivalents.

Assessment procedure

Day 1: Refresher training/guidance. To supply candidates with the knowledge required to enable them to pass the multiple choice reassessment modules to the required pass mark.

Day 2: Examination day.  Formal multiple choice question modules for each unit the candidate holds on their expiring street works card. These tests are held in open book exam conditions.  A maximum of 10 examination slots can be carried out on this day; if further examination is required the candidate is able need to attend a second reassessment day (see course fee).

Per candidate: £185 plus £12.50 per examination slot carried out not per unit/qualification (see ‘Important information: Example Cost’ at the bottom of this page).

Our fees are inclusive of refresher training, re-assessment, registration and certificates with City & Guilds and registration for ID badge with the Street Works Qualification Register.

As previously mentioned, we are only able to carry out ten assessment slots on the examination day, therefore if a candidate requires more examination slots they are able to return for a second reassessment day – this is charged at £12.50 per examination slot used. The £185 fee is not payable again.

Important information 

Example cost: It is important to note that the examination charge is for each examination slot taken not per unit/qualification held on the back of your card. An example being:

Qualification ‘Excavation in the road/highway’ is made up of three units:

  • Unit 001 – Location and avoidance of underground apparatus
  • Unit 002 – Signing, lighting and guarding
  • Unit 003 – Excavation in the road/highway

Therefore for Qualification ‘Excavation in the road/highway’ you would need to take a minimum of three examinations; one examination for each unit – charge £12.50 each. Should you not pass any of these units, you are able to sit further examination slots at an additional charge of £12.50 per examination slot.

Note: The above example is using the current qualification and units reference/names – from April 2017 these will change, however please note that this will not affect your reassessment, you will be examined on a like-for-like basis (you will be reassessed in the same subjects as before) and upon registration of your results the centre automatically convert your old units/qualifications to their new equivalents.

Your reassessed certificates and card:

  • It can take up to 10 working days for City & Guilds to provide us with your certificates
  • We are unable to apply for your new ID card with the Street Works Qualification Register (SWQR) until we have received your City & Guilds certificates – these must be attached to the application. The SWQR will then take up to 28 working days (from receipt of application) to provide us with your ID card. Unfortunately, the SWQR do not offer a ‘fast track’ service
  • We do not forward on certificates and ID cards until full payment of invoices is received
