Minerals and Waste Development Scheme

The Minerals and Waste Development Scheme sets out the timetable for producing and reviewing minerals and waste planning policy documents, including those forming part of the Norfolk Minerals and Waste Local Plan.

On 5 August 2019 Norfolk County Council's Cabinet resolved that a new Minerals and Waste Development Scheme shall have effect from 1 September 2019. The adopted Minerals and Waste Development Scheme can be viewed by clicking on the first link below, the second link is to a version showing the changes made between the current and previous version of the Development Scheme.

The first public consultation stage (Regulation 18) for the Norfolk Minerals and Waste Local Plan Review took place during July and August 2018 and was called the ‘Initial Consultation.

The second public consultation stage (Regulation 18) took place during September and October 2019 and was called the ‘Preferred Options Consultation’.

The approved timetable for the remaining stages in the Minerals and Waste Local Plan Review is as follows:

  • Pre-submission publication representations period (Regulation 19): May/June 2020
  • Submission to the Secretary of State (Regulation 22): September 2020
  • Examination Hearings (Regulation 24): January 2021 (this will be determined by the Planning Inspectorate)
  • Adoption (Regulation 26): September 2021 (this will be dependent on the date when the Planning Inspector's report is received and the relevant Cabinet and full Council meeting dates)

Thousands of responses were received to the Preferred Options Consultation in 2019. Therefore, the remaining stages in the Minerals and Waste Local Plan Review process are now expected to take place later than planned and would be as follows:

  • Pre-submission publication representations period (Regulation 19): February/March 2021
  • Submission to the Secretary of State (Regulation 22): June 2021
  • Examination hearings (Regulation 24): October 2021 (this will be determined by the Planning Inspectorate)
  • Adoption (Regulation 26): June 2022 (this will be dependent on the date when the Planning Inspector's report is received and the relevant Cabinet and full Council meeting dates) 

The revised dates detailed above are currently under review.

A revised Local Development Scheme will therefore be required.
