Angel Road - Waterloo Road junction

Norfolk County Council asked for feedback on proposed changes to the Angel Road/Waterloo Road junction in Norwich.

The aim of the scheme is to improve bus journey times along Angel Road by changing the priority traffic flow at the junction. In doing so, it will reduce the delays to buses caused by vehicles travelling along Waterloo Road and therefore deliver better bus punctuality and reliability for passengers.

Following our consultation at the end of last year about proposed changes to the Angel Road/Waterloo Road junction in Norwich, we've taken on board the feedback received and been working with our project engineers to revise the scheme and address some of the issues raised, while still delivering the intended benefits outlined in our funding agreement with central government.

We have now completed the detailed design process and have a finalised design to take forward to construction.

Description of revised project

The following numbered points explain what measures are being put in place and the reasons behind them, as well as which elements have been added following feedback from the consultation.

The numbered changes below correspond to the relevant points marked on the Angel Road project plan (PDF) [457KB].

Project detail: Removal of existing give way and central island at the Angel Road/Waterloo Road junction, along with realignment of the carriageway through changes to the kerb line.
Reason for change: To give traffic on Angel Road priority at the junction so buses pass through easily without having to give way to vehicles on Waterloo Road - this is designed to improve bus journey times and reliability through the area.
Project detail: New give way, along with realignment of the carriageway through changes to the kerb line on Waterloo Road.
Reason for change: So traffic on Waterloo Road gives way to traffic on Angel Road, meaning buses can improve journey times and reliability through the area.
Project detail: Raised table for a continuous footway at the Shipstone Road junction with Waterloo Road.
Reason for change: To help the movement of people walking along Waterloo Road.
Project detail: Raised table for a continuous footway at the Patteson Road junction and a raised speed table on Angel Road itself, just past the same junction.
Reason for change: To help the movement of people walking and cycling, in response to consultation feedback
Project detail: Improvement to the traffic signals equipment for the existing controlled pedestrian crossing on Waterloo Road, near what will be the new junction with Angel Road - this was in response to consultation feedback. In line with the original plan, the crossing will remain in its current location.
Reason for change: To provide better facilities for people crossing Waterloo Road. New surfacing to reduce skid-risk will be laid in both directions on the approach to the new junction and the existing pedestrian crossing.
Project detail: Improvements to signage for people using cycle routes through the area, in response to consultation feedback.
Reason for change: To help those travelling by bike to navigate through the area on the advised cycle route.
Project detail: Relocation of street lighting.
Reason for change: To make the room needed on site for the final design to be built.
Project detail: Removal of two trees on Waterloo Road on the approach to the Patteson Road junction and replanting of five trees on St Clements Hill.
Reason for change: To make the room needed on site for the final design to be built. The new trees would be planted on the left-hand side pavement, heading up St Clements Hill, between the junctions with Marlow Court and Marionville Road.

Consultation on tree removal

For this project to be delivered according to the plans, we need to remove two trees and this proposal is covered by our street tree consultation process.

Next steps

We are in the process of advertising the necessary legal notices for this work. Once this and the street tree consultation have been carried out, if approved, we plan to start on site in mid-November. A public information notice with details of the traffic management needed for the project would be issued to the area about two weeks before any work takes place.

Background

The Department for Transport (DfT) has awarded the county council nearly £50m of funding for its Bus Service Improvement Plan, aimed at improving bus services and infrastructure facilities across the county. The plan includes measures such as integrated travel hubs, new and more frequent services, and bus priority infrastructure schemes such as this project at the Angel Road/Waterloo Road junction.
