This privacy notice provides information on how we, Norfolk County Council’s Growth and Infrastructure Service, uses your personal information to:

What we use your personal information for
We use your personal information primarily to manage our Growth and Infrastructure Service including:
- Manage highways and estate development
- Fulfilling statutory consultee obligations for highways in major and estate development proposals
- Responding to objections/queries regarding planning applications for major and estate development proposals
- Support travel planning activities
- Offering travel advice and support through the AtoBetter scheme; communicating with residents, designing interventions and measuring change on new residential developments in respect of the scheme
- Support activities to develop strategic planning and transport projects and managing mailing lists for stakeholder engagement and consultation

We also use this information to assess the quality of our services and evaluate and improve our policies and procedures.
We may also use information in other ways compatible with the above, including using anonymised information for reviewing and evaluating travel behaviour from new residential developments.
The personal data we collect and use about you
The information we may collect and use may include your:
- Contact details
- Education such as qualifications
- Employment history
- Employment status, including your employer and job title
- Information about households including how many children you have
Who provides this information
The information we hold includes information you have provided to us.
We may also receive information from:
- District Councils, Town Council and Parish Councils
- The Broads Authority
- Highways England
- Network Rail
- Government departments e.g. Department for Transport
- New Anglia Local Enterprise Partnership and Active Norfolk (an Active partnership created by Sport England)
- Developers and Planning consultants
Who we share your information with
We may share your personal information with other organisations and public bodies, in particular:
- District Councils, Town Council and Parish Councils
- New Anglia Local Enterprise Partnership
- Greater Norwich Development Partnership councils
- Planning Inspectorate (PINS)
Your personal information will also be given to third parties contracted by the County Council to provide a service to the County Council. These service providers are known as data processors and have a legal obligation under GDPR and to the County Council to look after your personal information and only use it for providing that service. In particular, the County Council has entered into a contract with a communications agency to develop promotional activity in relation to the AtoBetter programme.
Finally, we may also share your information across different departments of the NCC, where it is necessary for our public tasks or functions to do so.
How the law protects you and the legal basis for processing your information
We have legal grounds to process this information because
- it is necessary for the performance of a task carried out in the public interest. This includes tasks under the:
- Town and Country Planning Act 1990
- The Town and Country Planning (Development Management Procedure) (England) Order 2015 - Schedule 4 (k), (l), (m), (n)
- Local Transport Act 2008
- you have given consent to the processing
How long will we keep your personal information for
Your personal information is processed according to our retention policy. A brief summary of how long we keep your information before it is securely destroyed is listed below:
- Representations, letters, general correspondence on GNLP – up to 1 year after adoption of the new local plan
- Statutory registers (e.g. planning decisions, approve plans, legal agreements) – indefinitely
- Supporting documents, reports – 6 year for committee decisions, 4 years for officer decisions
- AtoBetter – the length of each Travel Plan. Data is also removed when requested or residents move from site
- Communicating and measuring change on new residential developments – 5 years
- Major and Estates Development – data remains on file in perpetuity (applications have a legal agreement in place)
How we keep your information
The information is stored electronically, on the County Council’s records management system. Additionally, information is securely stored in other mediums, including email accounts and in paper files. We do not process your information outside of the European Economic Area.
Automated decision making
We do not make automated decisions about you and your family.
Changes to this notice
We may amend this privacy notice at any time so please review it frequently. The date below will be amended each time this notice is updated.
