Statement of accounts

The annual statement of accounts (the accounts) shows details of the costs of providing the Council's services and information about the Council's assets and liabilities.

Statement of Accounts 2023-24

The Council's accounts (including those of Norfolk Pension Fund) for 2023 to 24 were certified by the Director of Strategic Finance on 31 May 2024 as giving a true and fair view of the financial position of the Council at 31 March 2024. 

The draft unaudited accounts are subject to audit by the Council's external auditor, Debbie Hanson of Ernst & Young LLP of One Cambridge Business Park, Cambridge, CB4 0WZ. This may result in changes to the accounts.

Period for the Exercise of Public Rights

Any rights of objection, inspection and questioning of the local auditor may only be exercised within a single period of 30 working days commencing on the day following the signing of the draft unaudited accounts referred to above.

The inspection period for Norfolk County Council's Statement of Accounts 2023-24 is 3 June 2024 to 12 July 2024, both dates inclusive.

Statement of Accounts 2022-23

The external audit of the draft statement of accounts for the year ended 31 March 2023 has not yet been completed by our external auditors, EY LLP, due to the complex set of factors contributing to audit delays across the sector. This situation is allowed for by Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015. (The Accounts and Audit Regulations 2015 (legislation.gov.uk)). Therefore, this notification explains, as per paragraph (2a), that we are not yet able to publish our audited 2022/23 final statement of accounts in line with deadline of 30th September 2023, as per paragraph (1). The Audit and Governance Committee will consider the results of the 2022/23 audit, after which we will publish the final audited accounts.
