Tech Skills for Life privacy notice

This privacy notice provides details on how we, Norfolk County Council, use your personal information for the purposes of providing the Tech Skills for Life service.

By 'use' we mean the various ways your personal information may be processed including storing and sharing the information.

What we use your information for

We may use the information about you to:

  • Contact you about the Tech Skills for Life service, and to provide the Tech Skills for Life service to you.
  • Understand what help with using technology you might need for example what devices and equipment, what training or support, any accessibility requirements
  • To issue you with digital tech skills questionnaires via Mortar Works Limited (where separate consent is obtained)
  • Impact Advantage (a contracted provider) will use anonymised information to evaluate the impact of the questionnaire issued by Mortar Works Limited
  • Notify your local council of your support requirements if applicable and you are happy for us to do this (we will discuss this with you, and ask for your approval, before we share anything with your local council).
  • Notify the voluntary sector around your support requirements and you are happy for us to do this (we will discuss this with you, and ask for your approval, before we share anything with voluntary organisations).
  • Improve the service, if you provide any feedback.
  • Provide the Ask CORA chat service.

We may also use this information to assess the quality of our services and evaluate and improve our policies and procedures. We may also use information in other ways compatible with the above.

What personal data we collect and use about you

We may collect and use:

  • Name
  • Date of birth
  • Age
  • Contact Details (address, email, telephone number)
  • Information about your technology support needs, and the support type you may benefit from (eg. technology support, training, employment, debt, engagement, isolation etc.)
  • Information about your employment and financial status (if you choose to provide this information it will be used to help us understand if the service has assisted you in gaining a job, or improving your income)
  • Housing situation (where relevant to arrange connectivity such as internet service)
  • Information you put in the WhatsApp chat (when using the Ask CORA service)

We may also collect and use information about:

  • Ethnicity (to help us ensure we are assisting people of all backgrounds equally)
  • Immigration status (to help us ensure we are assisting people of all backgrounds equally)

This information is classed as "special category data" under the UK GDPR. We may only collect this data when it is relevant and for the purposes described above.

We do not collect information concerning criminal convictions and offences.

The UK GDPR includes safeguards to protect the use of your special category data and criminal conviction data. Further details can be found on our website in the document named 'Special category data and criminal offences data policy' which sets out our procedures for compliance with the principles of the UK GDPR and the retention and erasure of this information.

Who provides this information

We receive this information from you.

Who we share your information with

We may share your information with:

  • Your local council (We will discuss this with you and seek your approval before sharing anything)
  • Community Tech Coaches (the people who provide the service).
  • Voluntary sector (We will discuss this with you and seek your approval before sharing anything. This may include organisations such as AgeUK who may be able to offer you further services)
  • WhatsApp, Bullet Digital, and CC2i who provide our Ask CORA service
  • Mortar Works Limited (to issue questionnaires to evaluate tech skills, a consent-based service)
  • Impact Advantage Limited (to evaluate the impact of the questionnaire issued by Mortar Works Limited.

Any information which is shared will only be shared on a need-to-know basis, with appropriate individuals. Only the minimum information for the purpose will be shared.

Your personal information may also be shared with third parties contracted by the County Council to provide a service to the County Council. These service providers are known as data processors and have a legal obligation under UK GDPR and to the County Council to look after your personal information and only use it for providing that service.

The legal basis for processing your information

We have legal grounds under the UK GDPR to process this information (including special category data) because you have provided your consent.

For the purposes of the Ask CORA service we have a public task with a basis in law. This is found in section 4 of the Care Act 2014.

How long will we keep your personal information for

We will keep your information for the purpose of the Tech Skills for Life service for a period of two years, following the end of the service. After which time, your information will be securely deleted.

When your information for the Ask CORA service is no longer required to provide the service to you it will be anonymised or destroyed.

If we need to use your information for research or reports, your information will be anonymised and any information taken from notes (handwritten or typed) during any consultation sessions will be securely destroyed. The information will continue to be used in a summarised and anonymised form in any research reports or papers that are published. The anonymised information in the papers may be of historic interest and may be held in public archives indefinitely

Digital Triaging Tool (Digital Help Finder Tool)

Enables residents to present with a need around the access to and affordability of technology/connectivity and the digital skills required to interact with the online world fully and to have that need addressed through signposted, location based support and initiatives.

How we keep your information

The information is stored electronically, on our network including records management systems and in paper files. We do not process your information outside of the EEA.

Information is kept confidential and stored securely on Azure servers hosted in the EEA.

Please note, if you use WhatsApp (and have a WhatsApp account), WhatsApp will use your account information in accordance with their Privacy Policy. Read their Privacy Policy.

Your responsibility to inform us of changes

It is important that the personal information we hold about you is accurate and current.

Please keep us informed if your personal information changes during your working relationship with us. You can do to help us with this by:

  • Telling us when any of your details change, and
  • Telling us if any of the information we hold about you is wrong

Automated decision making

We do not make automated decisions about you.

Changes to this notice

We may amend this privacy notice at any time so please review it frequently. The date below will be amended each time this notice is updated.
