Developing the proposals
The King's Lynn and West Norfolk Local Plan set out the requirement for a housing access road as part of the West Winch Strategic Growth Area proposals.
In March 2021, Norfolk County Council's Cabinet confirmed its support for the delivery of the West Winch Housing Access Road. It is also identified as a regional priority project by Transport East, the sub-national transport body for our region.
The process of securing national funding to deliver the scheme began when we submitted a Strategic Outline Business Case to the Department for Transport, which set out the need for the project. The Government approved this in the summer of 2022.
We then conducted a public consultation on the project between Monday 14 November 2022 and Sunday 8 January 2023. We received more than 160 responses and we took these into account as we developed our planning application documents. The full consultation report can be found in the papers for the September 2023 cabinet meeting.
The Department for Transport approved our Outline Business Case in spring 2025, which meant they were committed to providing just over £91 million of funding towards the project, subject to us completing other necessary approvals.
Our planning application for the project was approved in autumn 2025.
