Productivity and Efficiency Plan
The National Framework requires combined and metropolitan Fire & Rescue Authorities (FRAs) to produce and publish Efficiency Plans. From 2024/25, all FRAs must produce plans for increasing productivity - not just creating efficiency.
Fire Productivity and Efficiency Plans (P&E Plans) help the NFCC, LGA and Home Office to collate evidence and assess progress against the agreed targets nationally.
This 2025-26 plan explains how Norfolk Fire & Rescue Service will deliver these efficiencies and increase productivity against national targets, ensure a balanced budget and deliver value for money. It also includes a review of achievements against our 2024/25 plan. This plan should also be considered alongside other strategic documents.
