BOOST West Norfolk and BOOST Breckland 25/26 (Norfolk County Council) privacy notice

The purpose of this document 

This privacy notice explains how we, BOOST West Norfolk and BOOST Breckland (Norfolk County Council), use your information to provide relevant and suitable advice and guidance, promote opportunities and participation in employability activities.  

Norfolk County Council has been awarded the contract for the delivery of the BOOST project by the Borough Council of King's Lynn and West Norfolk and Breckland District Council for the period 1 April 2025 to 31 March 2026. The project is part funded by the UK Government under UK Shared Prosperity Funding, allocated to both Borough Council of King's Lynn and West Norfolk and Breckland District Council, and contract to Norfolk County Council to deliver on their behalf.  

By 'use' we mean what we do with your information, and how we store and share it.  

By 'you' we mean you as a person and / or your child if you are reviewing this document on their behalf.

We provide the following details in our general privacy notice on our website:

  • Your rights under the UK GDPR (including complaints) 

You can also ask us for a copy of these details. 

How we use your Information 

We will use your information to: 

  • Check eligibility for the project 
  • Register you to the project 
  • Assess requirements and tailor our recommendations accordingly 
  • Keep in touch with you to discuss progress and engagement with activities 
  • Make referrals to other services, if appropriate 
  • Monitor progress and achievements whilst engaged with the project 
  • Record project outputs and outcomes (based on whether you have taken part in an activity, obtain employment etc.). Project data is recorded numerically and is non-identifiable in reporting
  • Produce case studies (we will seek separate consent to take a photograph for the case study, this can be identifiable or non-identifiable)
  • Produce videos (where separate consent has been obtained) for case studies/promotion of the project

We also use your information in other ways compatible with the above.   

What information we collect and use about you 

We will collect and use: 

  • Name 
  • Date of Birth 
  • Preferred Pronoun 
  • Address and postcode 
  • Email address and telephone number 
  • Next of kin and emergency contact details 
  • Details of qualifications held, including highest level of Math and English 
  • Photographs/videos (where separate consent is obtained)

We also collect and use "special category" information about: 

  • Health information relating to any needs or difficulties (body, mind or learning) that may impact, or be a barrier to future employment and / or engagement with the project activities - which may be shared with our providers to ensure any additional needs are met

By law we can only collect 'special category' information when it is relevant and for the purposes described above.

The UK GDPR makes sure we keep your special category and criminal conviction information safe and secure. More details are on our website in the document named 'Special category data and criminal offences data policy'. This explains how we follow these legal duties.  

Where we get your information from 

We receive most of this information from you, but we may also receive it from: 

  • Other Norfolk County Council departments, such as Children's Services and Youth Justice. 
  • Health bodies, organisations and individuals, including GP surgeries 
  • Department for Work and Pensions 
  • Residential service providers, such as YMCA.  
  • Support services, such as Benjamin Foundation, Hanseatic Union, Shaw Trust and The Kings Trust
  • Schools, Academies, Colleges and alternative training provision 
  • Local partnerships such as The Mason Trust, Green Light Trust, Volunteer It Yourself, and Visitor Economy Network Initiative (VENI) 
  • Other individual third parties, such as parents and family members

Who we share your information with 

We may share your information with: 

  • Other Norfolk County Council departments, such as Children's Services and Youth Justice.  
  • Government departments or agencies who are supporting or able to support you as part of the project - Department of Work and Pensions, Job Centre Plus Job Coaches and Youth Justice.  
  • Training providers - with your agreement to take part in a training program as part of the project 
  • Project delivery partner - The Mason Trust / Digital Youth Hub - for the purposes of employability and job searching support 
  • Local employers where there is an opportunity for work experience - with your agreement to take part in the work experience opportunity 
  • Other support services where the support available may be more suited to individual need - Working Well Norfolk / Connect to Work, Norfolk and Waveney Mind - referral would with your permission to do so 
  • Case studies/promotional material including videos and/or photographs (where separate consent is obtained) may be shared with third-party providers which will be detailed on the consent form

All information is shared on a need-to-know basis. We do not share more than we need to. 

Anonymised data will be shared with Borough Council of West Norfolk and Kings Lynn and Breckland District Council. 

We also share your information with companies that help us do our job. They also have to keep your information safe and only use it to help us. For example, this includes IT providers such as Microsoft.  

We do not process your information outside of the UK and European Economic Area. 

Our lawful basis for using your information 

We have legal reasons under the UK GDPR to use your information because it is necessary:  

For the performance of a task carried out in the public interest and the task or function has a clear basis in law 

These statutory powers and duties are: 

  • Section 2)1) of the Local Government Act 2000 - promote or improve the economic, social and environmental well-being of Norfolk
  • We may also seek consent to use your information in certain ways. This will normally be where the use of the data is not necessary for the above purposes but may be very useful or helpful to us to promote our services. For example, for case studies.

We have legal reasons to use (including share) your special category information because it is necessary:  

  • Reasons of substantial public interest under the Data Protection Act 2018 - Schedule 1 Part 2 Support for individuals Paragraph 16 

You do not need to give us your information. But if you do not give us the information, we will be unable to ascertain your eligibility for the project and allow you to access the support available.  

How long we keep your information  

When the information is no longer needed for the above reasons, it will be securely deleted. 

We will only retain your personal information for as long as necessary to fulfil the purposes we collected it for after this period, it will be securely deleted in line with Grant guidance from the government and Norfolk County Councils retention schedule. 

If we need to use your information for research or reports, it will be anonymised, or pseudonimised, and any notes (handwritten or typed) from research sessions will be securely destroyed.  

How we keep your information 

The information is stored electronically and on our computers. Access to this data is granted to authorised personnel only, and strictly for the duration of the project. We do not process your data outside of the UK. 

Automated decision making 

We do not make automated decisions (including profiling) about you. 

Changes to this notice 

We update this privacy notice from time to time, so please review it often. The date below is updated every time this privacy notice is updated.
