Cabinet considers future of care homes

Story so far

Since 2011, Norse Care has provided a range of services within the care sector. They have managed a range of residential care sites as well as Housing with Care and Independent Living. In that time, it has delivered quality care to thousands of residents and tenants in Norfolk. Norse Care's existing contract ends in 2026. 

A recent review found a need to invest and transform many of these sites. This is to meet residents' increasingly complex needs across the whole estate.  

On 26 January 2026, Norfolk County Council's Cabinet decided to agree the "in principle" sale of 20 care homes previously operated by Norse Care to Stow Healthcare, subject to the details of any sale being agreed with the director of strategic finance in consultation with the leader, deputy leader and the board of Norse Care Ltd.    

If Norfolk County Council agrees a deal with Stow Healthcare, residents of the homes would continue to live there and existing Norse Care staff would transfer to the new owner.
