Norfolk highways maintenance: transparency report 2025/26
We are committed to maintaining a safe, efficient, and sustainable road network. Our transparency report outlines how we manage and invest in our highways, ensuring transparency for local taxpayers.
Here are some of the highlights from the report:
Our network
- We maintain nearly 10,000km of roads, plus footways, cycleways, and public rights of way
- Over 3,500 structural assets (eg bridges, gantries) are also under our care
Spending and strategy
- £60.8 million capital and £21.3 million revenue projected for 2025/26
- Over 95% of spending is on preventative maintenance to extend road life and reduce potholes
- Our approach prioritises early intervention, risk-based planning, and whole-life costing
Maintenance highlights
- In 2024/25, we treated over 500km of roads using surface dressing, resurfacing, and recycling
- We repaired 7,820 potholes in 2024/25
Road condition
- 64% of A roads in Norfolk are rated green (no treatment needed)
- 67% of B and C roads in Norfolk are rated green
Innovation and sustainability
- We use low-carbon treatments and recycled materials wherever possible
- Current tials include warm-mix asphalt and smart gritting
- Our strategy has been recognised for innovation and best practice by national bodies
Looking ahead
- Plans for 2025/26 include targeted maintenance based on data and condition surveys
- We're reviewing our permit scheme and exploring lane rental to reduce roadwork disruption
- From 2026/27, we'll adopt the new PAS2161 national road condition standard
