Highway code and Hierarchy of road users

Norfolk County Council Road Safety Team has partnered with First car to share a video campaign. The video demonstrates the Hierarchy of Road Users. Our aim is to help make our roads safer and more inclusive for everyone.

What's changed? 

In 2022, the Highway Code introduced a Hierarchy of Road Users. This places greater responsibility on those who can cause the most harm in a collision.  

Drivers of larger vehicles need to take extra care when sharing the road with vulnerable road users. Examples of larger vehicles include:

  • Cars
  • Vans
  • Lorries
  • Buses

Drivers of larger vehicles are expected to take extra care when sharing the road with vulnerable road users, including: 

  • People walking
  • People cycling
  • Horse riders
  • Motorcyclists

This change isn't just about following rules. It is about changing how we think and behave on the road, giving people time, space and consideration.

Why this campaign matters? 

We all share the road and we all have a responsibility in keeping each other safe. This is whether you're:

  • Walking, cycling or driving to; work, school, or to attend appointments
  • Heading out to socialise or run errands

The updated guidance encourages us to: 

  • Give way to people walking who are waiting to cross at junctions
  • Pass cyclists and horse riders safely, allowing plenty of space
  • Recognise the vulnerability of others, especially children, older adults, and those with disabilities
  • Ride and drive predictably, making your intentions clear to others. This means behaving in a way:
    • That is safe for the road conditions
    • Which other road users can understand and anticipate

Lead by example 

The way you drive, ride, or walk influences others, especially those travelling with you. By modelling safe and respectful behaviour, you help shape a culture of care and responsibility on our roads. 

Behind every road user is a person 

The campaign's video reminds us that every road user has a story, a destination, and loved ones waiting for them. By imagining ourselves in their shoes, we're more likely to: 

  • Slow down
  • Give space
  • Act with empathy

Let's build a road environment where we share safety, and everyone feels seen and respected.
