Introduction

This market position statement (MPS) sets out our shared vision for a sustainable, responsive, and high-quality care market in Norfolk.

Grounded in our strategic priorities, it places people and outcomes at the heart of how we commission and deliver services.

The MPS provides a clear, forward-looking picture of local demand and strategic priorities. It outlines how we intend to work in partnership with providers, people who are in receipt of care and support, carers, and communities. It also sets out our commissioning intentions, investment priorities, and our ambition to deliver better outcomes and fairer opportunities for all. 

We have structured our key aims under six cross-cutting themes: 

  1. Quality: driving consistent, high-quality, person-centred care across all services
  2. Sustainability: building a resilient, innovative, and sustainable care market for the future
  3. Sufficiency: ensuring the right care is available in the right places, at the right time
  4. Provider relationships: fostering open, collaborative partnerships with care providers
  5. Health and social care partnerships: bringing health, social care, and community services closer together to improve coordination and outcomes
  6. Engagement and co-production: embedding lived experience at the heart of commissioning and service improvement

These reflect our core values and our commitment to a person-centred, inclusive care system - one that embraces equality, diversity and inclusion (EDI) and ensures everyone in Norfolk can access the support they need to live the life they choose.
