What the challenges are

The plan has been developed quickly to meet a Government deadline. While there is strong local support, there are still challenges. 

The system is under pressure, with increasing demand and workforce capacity issues. Families have reported a loss of confidence in the current system. 

The plan will also depend on national support, including funding, staffing and clear national guidance. Without this, it may be challenging to deliver the full changes.
