Our ambitious community hubs are poised to transform the local landscape. These hubs are more than just buildings; they are dynamic spaces that unite libraries, adult learning and other services, all under one roof. The hubs bring together a network of partners to prove a wide range of services that cater to the needs of our vibrant communities.
Strategically located in town centres, our community hubs will breathe new life to these urban spaces. We aim to empower residents with the skills, services and support they need to flourish. Not only will the hubs drive prosperity, but they will also help revitalise town centres and attract more visitors.
While our community hubs share overarching goals, we recognise their success lies in understanding the needs of each local community.
King's Lynn
The eagerly anticipated new King's Lynn Library, located in the heart of the town centre, will officially open its doors to the public in March 2026.
The project, which has been under construction since 2024, has seen significant progress, with internal works nearing completion.

The library is a major redevelopment of the former Argos building on New Conduit Street, transforming the vacant site into a vibrant hub.
Once open, the facility will offer a modern library across three floors, alongside adult learning spaces, flexible event areas, business support services, and a dedicated training kitchen.
The project will cost £17.3m and is funded through King's Lynn's Town Deal, which is providing £7.4m, with the remainder provided by Norfolk County Council. It represents one of the most significant investments in the town in recent years and is designed to support regeneration, increase footfall, and provide vital services in a central, accessible location.

Great Yarmouth
Opened in May 2025, The Place in Great Yarmouth, brings together a library, adult learning services, and a university centre under one roof. Located in the historic Palmers building, The Place provides a central space for education, community engagement, and personal development.
At The Place, visitors can access:
- Great Yarmouth Library, relocated from Tolhouse Street to a more central location.
- Adult learning courses that offer skills development and qualifications.
- Higher education opportunities, with degree-level courses provided by East Coast College in partnership with the University of Suffolk.
- Registration services including birth and marriage registrations.
- Norfolk Citizens Advice and other community support services.
