Statement of accounts
The annual statement of accounts (the accounts) shows details of the costs of providing the Council's services and information about the Council's assets and liabilities.
Statement of Accounts 2024-25
The Council's accounts (including those of Norfolk Pension Fund) for 2024 to 25 were certified by the Director of Strategic Finance on 27 June 2025 as giving a true and fair view of the financial position of the Council at 31 March 2025.
The modified 2024-25 Statement of Accounts with a disclaimer of opinion were authorised for issue on 7 May 2026 and the audit opinion was issued on 13 May 2026. The copies of the modified 2024-25 accounts and 2024-25 Annual Governance Statement are shown below.

The final audit certificate and final Auditor's Annual Report for the 2024-25 Statement of Accounts have not yet been completed by our external auditors, Ernst & Yong LLP. There is still work pending that is necessary for issuing their certificate in respect of the Whole of Government Accounts consolidation packs, as well as outstanding confirmation from the NAO, as the group auditor, that no further assurances will be required. Additionally, the certificate cannot be issued until an outstanding objection relating to the financial statements is resolved through the issuance of a Statement of Reasons on the matter. These documents will be published on our website as soon as they become available.

Period for the Exercise of Public Rights
Any rights of objection, inspection and questioning of the local auditor may only be exercised within a single period of 30 working days commencing on the day following the signing of the draft unaudited accounts referred to above.
The inspection period for Norfolk County Council's Statement of Accounts 2024-25 was 30 June to 8 August 2025, both dates inclusive.
