Leader of the Council and Cabinet

Norfolk County Council has a leader and cabinet decision-making system.

The Leader of the Council is Cllr David Bick (Reform UK). The Deputy Leader is Cllr Robin Hunter-Clarke (Reform UK).

Cabinet is responsible for making decisions about most council services. Cabinet is made up of ten councillors, each with responsibility for a portfolio of services. Decisions can be taken by individual Cabinet Members or collectively by the full Cabinet. Cabinet Meetings are chaired by the Leader of the Council who is also responsible for selecting the Cabinet Members.

Budget Responsibility

The Cabinet Members are Cllr David Bick, Leader of the Council and Cllr Justine Thomas, Chief Whip.

Strategy and Local Government Reorganisation (LGR)

The Cabinet Member is Cllr Robin Hunter-Clarke, Deputy Leader of the Council.

Adult Social Care and Public Health

The Cabinet Member is Cllr Scott Hussey.

Children, Families and SEND

The Cabinet Member is Cllr Wendy Atkinson.

Business, Skills and Agriculture

The Cabinet Member is Cllr Kabeer Kher.

Highways and Transport

The Cabinet Member is Cllr Tom Dickerson.

Commercial Assets and Revenue Generation

The Cabinet Member is Cllr Nick Taylor.

Cabinet forward plan

Cabinet key decisions mostly relate to expenditure, savings, or other decisions which might have a significant impact on communities. Regulation 9 of Part 3 of the Local Authorities (Executive Arrangements) Meetings and Access to Information (England) Regulations 2012 requires the Council to give 28 clear days' notice of its intention to consider a key decision at a meeting of its Cabinet. This list is known as the Cabinet forward plan (PDF, 128 KB).

Notice of private meeting - Cabinet

The Regulations also require the Council to give 28 clear days' notice of its intention to hold a meeting of an executive decision-making body in private.

No Notice of Private Meeting applies in this Cabinet Forward Plan period. 

General Exception to 28 days notice

Regulation 10 allows a decision to still be taken if less than 28 days' but more than 5 days' notice is given and the Chair of the relevant Select Committee has been informed, and a relevant notice of the intention to make the decision is published on the Council's website.

No exception to 28 days notices apply in this Cabinet Forward Plan period. 

Case of Special Urgency - Notice of Key Decisions

In cases of Special Urgency, where compliance with Regulations 9 and 10 are not practicable, Regulation 11 allows that with the agreement of the Chair of the relevant Select Committee, a key decision can still be made, even when less than 5 days' notice is given. This can only occur when the making of the decision is urgent and cannot reasonably be deferred.

No special urgency notices apply in this Cabinet Forward Plan period.
