Data sharing agreements

The increasing emphasis on developing multi-agency integrated services in the public sector has highlighted the complexities involved in integrated working between organisations. One of the more complex and controversial of these issues is that of information-sharing between organisations.

The Information Commissioner and the Government recommend that, where two or more organisations need to share personal data about their clients, an agreement should be drawn up and signed by all the organisations concerned. Such an agreement, often referred to as a 'data sharing/exchange agreement', does not replace the organisations' responsibilities under the General Data Protection Regulation, but it clarifies their responsibilities.
