Development Consent Order requirements
The confirmed Development Consent Order (DCO) includes a number of requirements that need to be fulfilled. Full details of these requirements can be viewed on pages 61 to 66 of the DCO (PDF, 4 MB).
A number of the requirements need specific consent from the County Planning Authority (CPA) and details of these are provided below. Where a submission has been made to the CPA, or where the CPA has made a decision on a submission, then the relevant documents can be viewed by entering the reference number provided below on the CPA's planning portal.
Requirement 5: detailed design of specified structures
Construction of the control tower, plant room and bridge deck must not commence until the details of the external appearance of these features (including the finish materials of the bridge deck) have been submitted to and, following consultation with Great Yarmouth Borough Council, approved in writing by the CPA.

Requirement 6: code of construction practice
No part of the authorised development is to commence until a code of construction practice has been submitted to and, following consultation with Great Yarmouth Borough Council, the lead local flood authority, the IDB and the Environment Agency, approved in writing by the CPA.

Requirement 7: landscaping and ecological management plan
No part of the authorised development is to commence until a written landscaping and ecological management plan has been submitted to and, following consultation with Great Yarmouth Borough Council and Natural England, approved in writing by the CPA.
Status: submission made to the CPA, which has been approved. A further submission was made to amend the previously submitted plan, which has been approved.

Requirement 10: emergency preparedness and response plan
No part of the authorised development is to be opened to the public until an emergency preparedness and response plan (EPRP) has been submitted to and, following consultation with Great Yarmouth Borough Council, the lead local flood authority, Norfolk Fire and Rescue, Norfolk Constabulary and the Environment Agency, approved in writing by the CPA. The EPRP must include details of the actions and measures to be taken in the event of a flood, a fire and an incident involving terrorism or other substantial threat to security.
Status: submission made to the CPA, which has been approved. A further submission has been made to update the previously submitted plan.

Requirement 11: surface water drainage
No part of the authorised development which comprises any part of a surface water drainage system is to commence until written details of that surface water drainage system, including measures for the management of flood risk, submitted to and, following consultation with Great Yarmouth Borough Council, the lead local flood authority, Anglian Water (in respect of its sewerage undertaker functions), the Environment Agency and the IDB, approved in writing by the CPA.

Requirement 12: Lighting
No part of the authorised development is to commence until a written scheme of the lighting for the areas of public use has been submitted to and, following consultation with Great Yarmouth Borough Council, approved in writing by the CPA.

Requirement 16: signs at vessel waiting facilities
Signs instructing masters of vessels utilising the vessel waiting facilities to switch off the vessel engine whilst the vessel is moored must be provided to the satisfaction of the CPA prior to the first use of the vessel waiting facilities.
