Phase transfer

Phase transfer is when children move between school phases. This includes the following: 

  • Moving from an early year setting such as a nursery, to an infant or primary school
  • Moving from an infant school to a junior school
  • Moving from a junior or primary school to a high school or secondary school
  • Moving from a high school or secondary school to post-16 further education such as a mainstream college
  • For those children who are in an all through school and special schools who are moving into Year 3, Year7 or post 16 education

The phase transfer process for children with an Education, Health and Care (EHC) plan starts a minimum of 12 months before they are due to transfer, in the September of the year before transfer. 

The Education, Health and Care plan (EHCP) review process in the 12 months before phase transfer will be used as part of the phase transfer procedure. Parental and young person's views as to school of preference will be obtained as part of this process with preference schools and other appropriate school settings being consulted by us. 

We must issue an EHCP naming the phase transfer school as follows:

  1. For Children moving into Reception, Year 3 and Year 6 by no later than 15 February of the year ahead of the September phase transfer date
  2. For Children/young people who are moving into post 16 education by no later than 31 March in the year that they move to post-16 education in the September
