The list below shows recent enforcements brought against individuals for misuse of Blue Badges and/or fraud whilst parking on public roads.  All decisions on enforcement are taken in accordance with he Community and Environmental Services enforcement policy.

BBI 23/101 - 2 x defendants

Defendant 1. Sec 117 Road Traffic Regulations Act 1984.

Offence details for both defendants:

On 14/12/23 displayed an expired and altered disabled persons badge, to which not entitled, for their own benefit while parked on a yellow line in High Street, Watton.

Decision made to prosecute on 23/05/24.

Recording Officers comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984.

Offenders were convicted at Norwich Magistrates Court on 09/10/24 and ordered to pay fines and costs totalling: £663.00 EACH

BBI 23/100 - 2 x Defendants

Defendant 1. Sec 117 Road Traffic Regulations Act 1984

Defendant 2. Sec 44 Magistrates Court Act 1980 contrary to Sec 117 Road Traffic Regulations Act 1984. [Aid, abet, counsels or procures the commission by another person of a summary offence, being the wrongful use of a Blue Badge.]

Offence details for both defendants:

On 07/12/23 a valid Blue Badge was displayed, in a car, parked in a Disabled Person's Parking Bay in King Street, Gt Yarmouth. The person the badge is issued to remained in the car while the driver took advantage of the free parking afforded by the scheme, for his own benefit.

Decision made to prosecute on 09/05/24.

Recording Officers comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984 and Section 44 Magistrates Act 1980, contrary to Sec 117 RTRA 1984.

Offenders were convicted at Norwich Magistrates Court on 09/10/24 and ordered to pay fines, costs and victim surcharges totalling £407.62 EACH.

BBI 23/96 - Sec 115 Road Traffic Regulations Act 1984.

Offence details: Displayed and expired and altered disabled persons parking permit [Blue Badge] with the intent to deceive.

On 28/11/23 and 5/12/23 the defendant displayed an expired and altered disabled persons Blue Badge, with the intent to deceive, and for her own benefit, while parked on yellow lines in Market Place Holt, and in a disabled person's parking bay in Market Place, Swaffham.

The offender was convicted at Norwich Magistrates Court on 11/09/24 and ordered to pay a fine, costs and victim surcharge totalling £468.00.

BBI 23/102 Sec 117 Road Traffic Regulations Act 1984.Offence details: Wrongful use of a Blue Badge.

Offence details: On 15/12/23 the defendant displayed an expired disabled persons parking permit, [Blue Badge], issued to his mother, when not entitled to and for his own benefit, while parked in a disabled person's parking bay in Church Road, Hoveton.

The offender was convicted at Norwich Magistrates Court on 11/09/24 and was given a conditional discharge and ordered to pay a victim surcharge of £26.00.

BBI 23/103 - Sec 117 Road Traffic Regulations Act 1984.

Offence details: Wrongful use of a Blue Badge.

On 20/12/23 the defendant displayed a disabled persons parking permit [Blue Badge], issued to her father but which had been reported as lost, when not entitled to, for her own benefit while parked on yellow lines in Quebec Street, Dereham.

The offender was convicted at Norwich Magistrates Court on 11/09/24 and ordered to pay a fine, costs and victim surcharge totalling £1849.71.

BBI 23/95 - Sec 117 Road Traffic Regulations Act 1984

Officer in charge: Jim Blake

Offence details: Wrongful use of a Blue Badge: Displayed a Blue Badge, issued to his wife, and to which not entitled, for his own benefit, while parked in a Disabled Persons parking bay in Church Road, Hoveton on 23/11/23. Decision made to prosecute on 26/02/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as wrongful use under section 117 of the Road Traffic Regulation Act 1984.

Offender was convicted at Norwich Magistrates Court on 14/08/24 and ordered to pay fines, costs and victim surcharge totalling £960.00.

BBI 23/99 - Sec 117 Road Traffic Regulations Act 1984

Officer in charge: Jim Blake

Offence details: Wrongful use of a blue badge. Displaying a disabled persons blue badge, to which not entitled and for own benefit, while parked on a yellow line in Market Gates, Gt Yarmouth on 7/12/23.

Decision made to prosecute on 25/3/24.

Recording Officers comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984.

Offender was convicted at Gt Yarmouth Magistrates Court on 23/07/24 and ordered to pay a fine, costs and victim surcharge totalling £190.00.

Offence details: Wrongful use of a Blue Badge. On 09/10/23 the defendant displayed a disabled persons Blue Badge, issued to his mother, when not entitled to and for his own benefit, while parking in a Pay and Display Parking Bay in Oak St, Norwich.

Decision made to prosecute on 27/11/23.

Offender was convicted at Norwich Magistrates Court on 12/06/24 and ordered to pay a fine, costs and victim surcharge totalling £1653.48.

BBI 23/78 - Sec 117 Road Traffic Regulations Act 1984

Offence details: Wrongful use of a Blue Badge. On 09/10/23 the defendant displayed a disabled persons Blue Badge, issued to his mother, when not entitled to and for his own benefit, while parking in a Pay and Display Parking Bay in Oak St, Norwich.

Decision made to prosecute on 27/11/23.

Offender was convicted at Norwich Magistrates Court on 12/06/24 and ordered to pay a fine, costs and victim surcharge totalling £1653.48.

BBI 23/49 - Sec 117 Road Traffic Regulations Act 1984

Offence details: Wrongful use of a Blue Badge. On 23/6/23 the defendant displayed a disabled persons blue badge, issued to her husband, when not entitled to, for her own benefit while parked on a yellow line in Queen Street, Wymondham.

Decision made to prosecute on 12/9/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road Traffic Regulations Act 1984.

Offender was convicted at Norwich Magistrates Court on 10/4/24 and ordered to pay a fine, costs and victim surcharge totalling £256.00.

BBI 23/20 - Sec 117 Road Traffic Regulations Act 1984

Officer in charge: Jim Blake

Offence details: Wrongful use of a Blue Badge. On 8/7/21 displayed a disabled persons blue badge, issued to her son, when not entitled to, for her own benefit while parked on a yellow line in Albion Street. Gt Yarmouth.

​Decision made to prosecute on 25/10/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road Traffic Regulations Act 1984.

​Offender was convicted at Gt Yarmouth Magistrates Court on 6/2/24 and ordered to pay a fine, costs and victim surcharge totalling £883.00.

BBI 23/15 - Sec 117 Road Traffic Regulations Act 1984

Officer in charge: Jim Blake

Offence details: Wrongful use of a Blue Badge. Displayed a disabled persons Blue Badge, issued to her partner, when not entitled to and for her own benefit, while parking on yellow lines in Manor Road, Nth Walsham on 9/2/23.

Decision made to prosecute on 9/5/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road Traffic Regulations Act 1984.

Offender was convicted at Norwich Magistrates Court on 2/8/23 and ordered to pay a fine, costs and victim surcharge totalling £480.00.

BBI 23/16 - Sec 117 Road Traffic Regulations Act 1984

Officer in charge: Jim Blake

Offence details: Wrongful use of a Blue Badge. Having failed in her application for a renewal disabled person's Blue Badge, displayed her expired Blue Badge, to which not entitled and for her own benefit, while parking on yellow lines in Quebec Street, Dereham 17/2/23.

Decision made to prosecute on 9/5/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984.

Offender was convicted at Norwich Magistrates Court on 2/8/23 and ordered to pay a fine, costs and victim surcharge totalling £554.00.

BBI 23/05 - 2 x Defendants

1. Sec 117 Road Traffic Regulations Act 1984

2. Sec 44 Magistrates Court Act 1980 contrary to Sec 117 Road Traffic Regulations Act 1984. [Aid, abet, counsels or procures the commission by another person of a summary offence, being the wrongful use of a Blue Badge.]

Offence details for both: A valid Blue Badge was displayed, in a car, parked on a yellow line in Granary Court, Kings Lynn. The person the badge is issued to remained in the car while the driver took advantage of the free parking afforded by the scheme, for his own benefit.

Decision made to prosecute on 20/4/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984 and Section 44 Magistrates Act 1980, contrary to Sec 117 RTRA 1984.

Offenders were convicted at Kings Lynn Magistrates Court on 19/7/23 and ordered to pay fines, costs and victim surcharges totalling £222.00 each.

BBI 22/75 - 2 defendants: Sec 117 Road Traffic Regulations Act 1984 X 2

Officer in charge: Jim Blake

Offence details for both: Wrongful use of a Blue Badge. Displayed a Blue Badge, issued to the mother of one of the defendants, and to which not entitled for their own benefit, while parked in a time limited bay in Bull Street, Holt on 28/10/22.

Decision made to prosecute on 3/2/23.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984.

Offenders were convicted at Norwich Magistrates Court on 12/4/23 and ordered to pay fines, costs and victim surcharges totalling £1296.55 each.

BBI 22/59 - Sec 117 Road Traffic Regulations Act 1984

Offence details: Wrongful use of a Blue Badge. Displayed a disabled persons Blue Badge, issued to her husband, when not entitled to and for her own benefit, while parking on yellow lines in Howard Street South, Gt Yarmouth on 22/9/22.

Decision made to prosecute on 8/11/22.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road Traffic Regulations Act 1984.

Offender was convicted at Norwich Magistrates Court on 15/2/23 and ordered to pay a fine, costs and victim surcharge totalling £368.00.

BBI 22/42 - Sec 117 Road Traffic Regulations Act 1984

Offence details: Wrongful use of a Blue Badge. Displayed a disabled person's Blue Badge, issued to her mother, when not entitled to and for her own benefit while parking in a disabled person's parking bay in Market Place, Aylsham on 10/8/22.

Decision made to prosecute on 13/9/22.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road Traffic Regulations Act 1984.

Offender was convicted at Norwich Magistrates Court on 23/11/22 and ordered to pay a fine, costs and victim surcharge totalling £631.66.

BBI 22/18 - Sec 117 Road Traffic Regulations Act 1984

Offence details: Wrongful use of a Blue Badge. Displayed a disabled persons Blue Badge, issued to her son, when not entitled to and for her own benefit, while parking in a disabled person's parking bay in Tucker St. Cromer on 5/5/22.

Decision made to prosecute on 28/6/22.

Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road Traffic Regulations Act 1984.

Offender was convicted at Norwich Magistrates Court on 14/9/22 and ordered to pay a fine, costs and victim surcharge totalling £643.94.
