The list below shows recent enforcements brought against individuals for misuse of Blue Badges and/or fraud whilst parking on public roads. All decisions on enforcement are taken in accordance with the Community and Environmental Services enforcement policy.

BBI 25/67 - Sec 117 Road Traffic Regulations Act 1984
Officer in Charge: Jim Blake
Offence details: Wrongful use of a Blue Badge. The defendant displayed a Blue Badge issued to her deceased grandmother, to which not entitled and for her own benefit, while parked in a disabled person's parking bay in Gentleman's walk, Norwich on 21 August 2025.
Decision made to prosecute on 12 January 2026.
The offender was convicted at Norwich Magistrates Court on 11 March 2026 and ordered to pay a fine, costs and victim surcharge totalling £1292.00.
BBI 25/78 - Sec 115 Road Traffic Regulations Act 1984
Officer in charge: Mr J Blake
Offence details: Displayed a deceased person's expired Blue Badge. On 26 September 2025 at The Buttlands, Wells-Next-The-Sea, Norfolk with intent to deceive the defendant did display an expired disabled person's Blue Badge, issued to her deceased mother, calculated to deceive in so far as it was partially obscured with a face mask, to closely resembled a valid parking device, and to which not entitled to do so. The badge had expired on 13 March 2022
Decision made to prosecute on 4 March 2026.
Offender was convicted at Norwich Magistrates Court on 29 April 2026 and ordered to pay a fine, costs and victim surcharge totalling £1741.45.
BBI 25/78 - Sec 117 Road Traffic Regulations Act 1984
Officer in charge: Mr J Blake
Offence details: Displayed a deceased person's expired Blue Badge. Wrongful use of a Blue Badge. The defendant attempted to gain advantage from the display an expired Blue Badge, issued to his deceased mother-in-law, to which not entitled and for his own benefit, while parked in a disabled person's parking bay in The Buttlands, Wells-Next-The-Sea, Norfolk on 26 September 2025.
Decision made to prosecute on 4 March 2026.
Offender was convicted at Norwich Magistrates Court on 29 April 2026 and ordered to pay a fine, costs and victim surcharge totalling £1794.45.
BBI 25/34 - Sec 117 Road Traffic Regulations Act 1984
Officer in Charge: Jim Blake
Offence details: Wrongful use of a Blue Badge. The defendant displayed a Blue Badge issued to his wife, to which not entitled and for his own benefit, while parking on yellow lines in Hans Place, Cromer 9 May 2025.
Decision made to prosecute on 13 October 2025.
Offender was convicted at Norwich Magistrates Court on 11 February 2026 and ordered to pay a fine, costs and victim surcharge totalling £1488.20.
BBI 25/76 - Sec 117 Road Traffic Regulations Act 1984

Offence details: Wrongful use of a Blue Badge. Displayed a Blue Badge issued to his deceased mother, to which not entitled, for his own benefit, while parking in a disabled persons parking bay in Bethel Street, Norwich on 25 September 2025.
Decision made to prosecute on 24 November 2025.
Offender was convicted at Norwich Magistrates Court on 21 January 2026 and ordered to pay a fine, costs and victim surcharge totalling £800.00.
BBI 24/76 - Sec 115 Road Traffic Regulations Act 1984

Offence details: Altered and Displayed a Disabled Person's Blue Badge
On 22 September 2024, at Purfleet Service Road, King's Lynn, with intent to deceive did, possess a defaced disabled person's badge calculated to deceive in so far as it so closely resembled a valid parking device, whereby the badge had expired on 29 July 2023 and had been defaced to show an expiry date of 29 July 2028.
Decision made to prosecute on 4 December 2024
Offender was convicted at King's Lynn Magistrates Court on 10 September 2025 and ordered to pay a fine, costs and victim surcharge totalling £770.00.
BBI 24/105 - Sec 115 Road Traffic Regulations Act 1984
Officer in charge: Jim Blake
Offence details: Displayed an Altered Disabled Person's Blue Badge
On 5 December 2024, at White Lion Court, King's Lynn, with intent to deceive did, possess a defaced disabled person's badge calculated to deceive in so far as it so closely resembled a valid parking device, whereby the badge had expired on 22 August 2023 and had been defaced to show an expiry date of 22 August 2028.
Decision made to prosecute on 8 May 2025.
Offender was convicted at King's Lynn Magistrates Court on 10 September 2025 and ordered to pay a fine, costs and victim surcharge totalling £480.00.
BBI 25/07 - Sec 117 Road Traffic Regulations Act 1984
Officer in charge: Jim Blake
Offence details: Wrongful use of a Blue Badge.
On 21 January 2025 at Field Lane, King's Lynn displayed a Blue Badge, issued to her mother, in a vehicle while parked on yellow lines, in circumstances where a disabled person's concession would have been available to a disabled person's vehicle.
Decision made to prosecute on 26 March 2025.
Offender was convicted at King's Lynn Magistrates Court on 10 September 2025 and ordered to pay a fine, costs and victim surcharge totalling £318.00.
BBI 24/85 - Sec 117 Road Traffic Regulations Act 1984.

Offence details: Wrongful use of a blue badge. Displayed deceased relative's disabled persons Blue Badge, to which not entitled, for own benefit, while parking on yellow lines in Apsley Road, Great Yarmouth, on 23 October 2024.
Decision made to prosecute on 28 January 2025.

Offender was convicted at Gt Yarmouth Magistrates Court on 08/08/25 and ordered to pay a fine and costs totalling £142.00.

Offence details: Wrongful use of a Blue Badge: Displayed a Blue Badge, issued to her son, and to which not entitled, for her own benefit, while parked in a disabled person's parking bay in Palmer Road, Gorleston on 29 August 2024.
Decision made to prosecute on 25 October 2024.

Offence details: Wrongful use of a Blue Badge: Displayed a Blue Badge, issued to a friend, and to which not entitled, for his own benefit, while parked in a Disabled Persons parking bay in Market St. Wymondham on 19 July 2024.

Offence details for both defendants:
On 07/12/23 a valid Blue Badge was displayed, in a car, parked in a Disabled Person's Parking Bay in King Street, Gt Yarmouth. The person the badge is issued to remained in the car while the driver took advantage of the free parking afforded by the scheme, for his own benefit.
Decision made to prosecute on 09/05/24.
Recording Officers comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984 and Section 44 Magistrates Act 1980, contrary to Sec 117 RTRA 1984.
Offenders were convicted at Norwich Magistrates Court on 09/10/24 and ordered to pay fines, costs and victim surcharges totalling £407.62 EACH.
BBI 23/96 - Sec 115 Road Traffic Regulations Act 1984.
Offence details: Displayed and expired and altered disabled persons parking permit [Blue Badge] with the intent to deceive.
On 28/11/23 and 5/12/23 the defendant displayed an expired and altered disabled persons Blue Badge, with the intent to deceive, and for her own benefit, while parked on yellow lines in Market Place Holt, and in a disabled person's parking bay in Market Place, Swaffham.
The offender was convicted at Norwich Magistrates Court on 11/09/24 and ordered to pay a fine, costs and victim surcharge totalling £468.00.
BBI 23/102 Sec 117 Road Traffic Regulations Act 1984.
Offence details: Wrongful use of a Blue Badge.
On 15/12/23 the defendant displayed an expired disabled persons parking permit, [Blue Badge], issued to his mother, when not entitled to and for his own benefit, while parked in a disabled person's parking bay in Church Road, Hoveton.
The offender was convicted at Norwich Magistrates Court on 11/09/24 and was given a conditional discharge and ordered to pay a victim surcharge of £26.00.

Offence details: Wrongful use of a Blue Badge.
On 20/12/23 the defendant displayed a disabled persons parking permit [Blue Badge], issued to her father but which had been reported as lost, when not entitled to, for her own benefit while parked on yellow lines in Quebec Street, Dereham.
The offender was convicted at Norwich Magistrates Court on 11/09/24 and ordered to pay a fine, costs and victim surcharge totalling £1849.71.

Offence details for both: A valid Blue Badge was displayed, in a car, parked on a yellow line in Granary Court, Kings Lynn. The person the badge is issued to remained in the car while the driver took advantage of the free parking afforded by the scheme, for his own benefit.
Decision made to prosecute on 20/4/23.
Recording Officer's comments: I believe this case can satisfactorily be dealt with as 'wrongful use' under Sec 117 Road traffic Regulations Act 1984 and Section 44 Magistrates Act 1980, contrary to Sec 117 RTRA 1984.
