Norfolk SEND Joint Strategic Needs Assessment
Introduction
The SEND Norfolk Joint Strategic Needs Assessment (JSNA) brings together local data and the national data we're legally required to report on to give a full picture of special educational needs and/or disabilities (SEND) in Norfolk relating to children and young people from 0-25.
The SEND JSNA includes information on the number of children and young people with SEND, their types of need, Education, Health and Care Plans (EHCPs), exclusions, children missing education (CME), and educational outcomes.
It includes the voices of children, families and professionals from the SEND Survey 2025.
This SEND JSNA is part of Norfolk's wider JSNA, which assesses the health and wellbeing of residents of all ages and identifies factors affecting their needs.
