Enforcement 

The Fire Safety Order 2005, as amended, places a duty upon responsible persons/duty holders and those accountable to make sure their premises and people are safe in case of fire. Norfolk Fire and Rescue Service (NFRS) has a duty to enforce this. 

We always strive to support responsible persons (RPs) to ensure fire safety compliance and prevent fires. If all attempts to assist RPs have been exhausted, or where there is an immediate risk to life, the Authority may choose to take enforcement action.

NFRS use the National Enforcement Register which is operated by the National Fire Chiefs' Council. The Enforcement Register has been moved to a new location. At present historic records have not yet been moved to the new register. It is not currently possible to update the historic records so if you have an enquiry about enforcement action taken by Norfolk Fire and Rescue Service, please contact us at [email protected] we are required to enforce the Regulatory Reform (Fire Safety) Order 2005. We do this by carrying out regulatory inspections which are undertaken by our building safety inspectors across a wide range of premises. 

If our inspectors identify problems with the fire safety arrangements during premises inspections, NFRS can take enforcement action. This may include issuing Statutory Notices, which require the responsible person for the premises to take specific action.
