Blink cameras and home CCTV

Blink cameras and other home CCTV systems are wireless security devices. They allow you to monitor your home using video, motion detection, and mobile apps.

They can improve safety, provide reassurance, and help you if you cannot quickly check noises or activities outside. They can also offer peace of mind to families and carers.

Benefits of these systems

  • Live monitoring and alerts - cameras send notifications when they detect motion so users can respond
  • See, hear and speak to visitors - many models include two-way audio and live video via a smartphone app
  • Improved home security - can deter unwanted visitors and provide evidence if an incident occurs
  • Flexible and easy installation - some cameras do not need wiring and you can move them if needed.
  • Remote access - Users can check their home from anywhere using a mobile device.

Example of a Blink camera

These are some of the features you might expect:

  • Battery-powered or plug-in indoor and outdoor cameras
  • HD video recording (typically 1080p)
  • Motion detection with alerts
  • Two-way audio communication
  • Night vision for low light monitoring

Where to buy Blink cameras

Norfolk County Council does not currently provide Blink cameras. If you feel you need one, they are available from Amazon. Search for 'Blink camera outdoor'.

Important considerations

  • For effective use you'll need wi-fi and a smartphone or tablet
  • Ongoing costs may apply, such as cloud storage subscriptions
  • You'll need to be able to make an appropriate response to an alert
  • You should position cameras so you avoid unnecessary intrusion
  • Think about whether CCTV is the best solution. It may be alternatives such as lighting or alarms are more appropriate.

Legal and privacy considerations

The UK's data protection legislation applies if cameras capture images outside your property boundary. For example, on the street outside your home or your neighbours' properties.

The Information Commissioner's Office (ICO) regulates CCTV use and provides guidance for the public.

Key responsibilities if recording beyond your property

  • Have a clear reason for using CCTV
  • Minimise recording of other people's property or public areas
  • Inform people with signs that recording is taking place
  • Only keep recordings for as long as necessary
  • Provide footage if asked by someone captured on your camera

General guidance if recording beyond your property

  • Position cameras to focus on your own property wherever possible
  • Respect the privacy of neighbours and the public
  • Use CCTV in a proportionate and responsible way

Positioning guidance

  • Make sure the cameras cover key areas such as entrances and pathways
  • Do not point cameras at neighbouring homes or public spaces
  • Test camera angles to minimise unnecessary recording
  • Ensure clear visibility without invading privacy

Battery and maintenance

  • Battery-powered cameras may last months to years depending on usage
  • Keep lenses clean to maintain video quality
  • Make regular checks of the connectivity and app notifications
  • Make sure you keep the software or app up to date
