Why the plan matters
We know the current SEND system can be difficult for families. Demand for support is rising, especially for social, emotional and mental health (SEMH) needs. Too many children are missing education, and confidence in the system in Norfolk and across the country is mixed.
This plan aims to improve support so children and young people can get help earlier and succeed in their education. It focuses on making mainstream education more inclusive, so more children can thrive closer to home.
This is the first phase of national SEND reforms and relates specifically to Norfolk and what Norfolk children and settings need. It focuses on changes that can be introduced now, ahead of national legislation which will bring further change and updates to this plan.
