Highways services fees and charges

These fees and charges will come into effect from 1 April 2026. These fees relate to the Highways licences and permit applications .

Highway licences

Skips on the highway - £55.94 for first 28 days and £55.94 renewal for every subsequent 28 days
Deposit materials on the highway - £64.67 for first 28 days and £32.34 renewal for every subsequent 28 days
Hoarding - £178.33 for first 28 days and £178.33 renewal for every subsequent 28 days
Scaffolding over the highway - £178.33 for first 28 days and £178.33 renewal for every subsequent 28 days
Opening notice (to inspect private works if not undertaken by Norfolk County Council) - £225.20
Tables and chairs on public highway - Under review

Please note: If both sides of a road are required, the metreage quoted will double - this is to account for the research required for both highway boundaries lines that define the highway corridor. We always quote for both sides of public rights of way.

Safety audit of potential schemes - £962.76 + VAT for stage 1 and 2 audits. Particularly complex schemes and stage 3, 4a and 4b audits will be quoted for on an individual basis

Passenger transport

Replacement concessionary travel pass - £13.50
Duplicate fee for bus passes - £12.00 increasing to £12.50 from September 2026

Traffic signals

Traffic signal record plans - £148.75 + VAT
Traffic signal controller specification sheets - £163.89 + VAT
Traffic signal timing data - £36.38 per hour

Road safety

Road Safety Engineer (investigations and advice) - Quoted for on an individual basis
Accident data (routine requests) - £162.27 + VAT
Accident data (complex requests, estimate based on number of hours worked) - Charged for on an individual basis

Access to information

Archived and current Norfolk Transport monitoring survey traffic data funded from revenue - Free of charge
Traffic data with commercial value to the council - up to 75% of original survey cost. Fee waived for non‑profit purposes (e.g. students, local councils, members of the public)

Personal Injury Accident Information

Accident data (routine requests) - £162.27 + VAT
Accident data (complex requests) - Charged for on an individual basis (estimate based on hours worked)

Others

S38 Street Lighting inspections - £317.47 per re‑inspection for aborted interim or final inspections
Norfolk Biodiversity Information Service - Commercial enquiries - fees published on My LERC website
Advisory road marking ("H Bar") - £75.56 assessment charge plus £25.19 per linear metre
