Adopted Norfolk Minerals and Waste Local Plan 2023-2038
Norfolk County Council has a statutory responsibility as the Minerals and Waste Planning Authority for Norfolk, to produce and maintain an up-to-date Norfolk Minerals and Waste Local Plan, to ensure the provision of a steady and adequate supply of minerals and sufficient waste management facilities in Norfolk.
Norfolk County Council adopted the Norfolk Minerals and Waste Local Plan (NM&WLP) on 20 May 2025. The NM&WLP covers the whole county of Norfolk and covers the period to the end of 2038. Full details of the adoption process are set out in the Adoption Statement (May 2025).

The interactive version of the NM&WLP policies map does not include flood zones or surface water flood risk. You can view flood zones and surface water flood risk on the Environment Agency's flood map for planning.
The NM&WLP contains County-wide policies to be used in the determination of minerals and waste planning applications, allocates sites for future mineral extraction and is part of the Council's Policy Framework.
The NMW&LP also forms part of the Development Plan for Norfolk and Local Planning Authorities must consider the potential impact on safeguarded mineral sites, mineral resources, and waste management sites when determining planning applications. The NM&WLP has been developed over a number of years in accordance with the relevant legal requirements, including public consultation stages. Read more about the NM&WLP process, which was carried out from 2017 to May 2025.
The plan was examined by a qualified independent Planning Inspector. Information on the NM&WLP examination is available on our site. The examination concluded on 24 March 2025 with the receipt of the Planning Inspector's report.
The adopted NM&WLP entirely replaces the 2011 Norfolk Minerals and Waste Core Strategy and Development Management Policies Development Plan Document (DPD), the 2013 Waste Site Specific Allocations DPD, and the Minerals Site Specific Allocations DPD (which together comprised the previous Minerals and Waste Local Plan.
