Minerals and Waste Development Scheme
The Minerals and Waste Development Scheme sets out the timetable for producing and reviewing minerals and waste planning policy documents, including those forming the Norfolk Minerals and Waste Local Plan.
In December 2024, the County Planning Authority resolved that a new Minerals and Waste Development Scheme (PDF, 164 KB) shall have effect from 18 December 2024. The Minerals and Waste Development Scheme covers the remaining stages in the production of the Minerals and Waste Local Plan. Stages in the production of the Norfolk Minerals and Waste Local Plan
Completed stages
- The first public consultation stage (Regulation 18) took place during July and August 2018 and was called the 'Initial Consultation'
- The second public consultation stage (Regulation 18) took place during September and October 2019 and was called the 'Preferred Options Consultation'
- The formal representations period (Regulations 19 and 20) on the Publication version of the Norfolk Minerals and Waste Local Plan took place from 28 September 2022 to 19 December 2022
- We submitted the Norfolk Minerals and Waste Local Plan to the Planning Inspectorate for independent examination on 20 December 2023

- The examination hearings took place on 2 and 3 July 2024
- The formal representations period on the proposed Main Modifications, took place from 17 October 2024 to 13 December 2024. Read further information about the proposed Main Modifications
- The Planning Inspector's report on the examination of the Norfolk Minerals and Waste Local Plan was received on 24 March 2025
- The Norfolk Minerals and Waste Local Plan 2023-2038 was adopted by Norfolk County Council on 20 May 2025
As a new Norfolk Minerals and Waste Local Plan was adopted in May 2025, the Minerals and Waste Development Scheme will be updated in due course, with a timetable for the review of the Minerals and Waste Local Plan within five years of adoption.
