Information for developers

Group of people of all ages wearing hard hats and high visibility jackets

Norfolk has a clear vision for independent living. We want attractive housing for older people which offers peace of mind. We want to help people to stay independent in their local communities for longer.

Our analysis for Norfolk shows that there is a need for over 1,000 affordable rental units of independent living by 2028 and over 5,000 units across all tenure by 2041.

To make the development of affordable units in schemes easier, we have created a £29m capital fund. Developers and providers of extra care housing can apply for some of this capital fund. The fund will go towards development costs of affordable rented units. This will include schemes with mixed tenure.

When we contribute towards affordable units, we will keep nomination rights for them. This includes a 28-day window on re-lets.

You can download our specialist housing position statement (PDF, 976 KB). This sets out our high-level aspirations and requirements for specialist housing in Norfolk.
