What is child sexual exploitation

Child sexual exploitation (CSE) is a form of child sexual abuse.

It occurs where an individual or group takes advantage of an imbalance of power. This is to cause harm to a child or young person under the age of 18. They coerce, control, manipulate or deceive the child into sexual activity.

A child may have been sexually exploited, even if the activity appears to be consensual.

Child sexual exploitation happens when a child has been persuaded that sexual activity is a 'normal' part of adult life. Children can receive gifts or money in exchange for sexual activity.

Technology

Child sexual exploitation does not always involve physical contact. It can also occur through the use of technology such as making contact through social media.

Group based/network child sexual exploitation

Group based/network child sexual exploitation is where two or more individuals who know each other are involved in or facilitate the sexual exploitation of children and young people.

Those responsible might:

  • Introduce children to other individuals for the purpose of exploitation
  • Traffic a child for the purpose of sexual exploitation
  • Take payment for sexual activities with a child or young person
  • Allow their property to be used for sexual activities with a child or young person

Any young person from any background can be at risk of exploitation. Perpetrators can also come from any background.
