Consultation on Proposed Changes to the Application for Development Consent

On 11 December 2019 we submitted an application for three proposed non-material changes to our DCO Application to the Planning Inspectorate. We held a non-statutory consultation on the Proposed Changes Application from Friday 13 December 2019 until Tuesday 14 January 2020.

The full Proposed Changes Application document can be viewed via the link below, which includes details of the three non-material changes. In summary, the changes are:

  • NMC1 - Removal of some originally proposed waiting restrictions on the east side of Southgates Road / South Denes Road
  • NMC2 - Reduction in the extent of the originally proposed waiting restriction on the north side of the access road to the Kingsgate Community Centre (Queen Anne's Road) 
  • NMC3 - Provision of a disabled parking bay within the proposed new parking area on the south side of Cromwell Road

The responses to this consultation were documented in a consultation report on the proposed changes to the application, submitted to the Planning Inspectorate as part of the examination process.

Stage 3 public consultation

We carried out a public consultation on the Third River Crossing from 20 August until 9 December.

During the consultation, we became aware that volume II of the Preliminary Environmental Information Report (PEIR) as published had 21 figures (plans) missing. In response to this, we extended the deadline to make sure people were aware of the issue and had plenty of time to consider and comment on the figures alongside the published consultation documents. As a result the consultation deadline was extended to 11.59pm on Sunday 9 December 2018.

The Third River Crossing requires a special type of permission, called a Development Consent Order, to construct, operate and maintain it. Under the Planning Act 2008 we have to carry out a statutory consultation before we apply for a Development Consent Order. The stage 3 consultation was this statutory consultation.

We have produced a Statement of Community Consultation (SOCC) (PDF) [3MB] , which detailed how we would consult.

Ongoing scheme development

The responses received from the Stage 3 consultations helped us to develop the final scheme that formed the Development Consent Order application. As part of this process, we carried out some localised consultations on proposed changes to the scheme with those who are likely to be affected in early 2019.

These consultations are now closed, however links to the proposals we consulted on are provided below:

  1. Minor changes to the red line boundary (PDF) [15MB]
  2. Removal of the large commercial vessel waiting facility to the south of the proposed crossing (PDF) [245KB]
  3. Changes to the Mind Community Roots site (PDF) [5MB]

Previous consultations

Two non-statutory consultations on the Third River Crossing have also been completed:

Stage 1 (November 2016 - January 2017) Initial engagement consultation to understand views on congestion, share emerging proposals and understand level of support. Key results were:

  • 81% of respondents stated that they would either be very likely, or likely to use a new Third River Crossing
  • 71% of respondents saw congestion in Great Yarmouth as either a serious or a very serious issue, with many being delayed for lengthy periods of time
  • 79% of respondents to the public questionnaire either strongly agreed, or agreed that the Third River Crossing would make their journey times shorter
  • 80% either strongly agreed or agreed that congestion would be greatly reduced by a new crossing

Stage 2 (September - October 2017) Scheme development consultation to understand views on the bridge development work so far. Key results were:

  • Overall support for the scheme remained high
  • There was general support for the proposed scheme of a bascule bridge at 4.5m clearance
  • A key concern related to how the bridge affects port business and the passage of vessels on the river
