Human Learning Systems: putting people and relationships at the heart of support
At Norfolk County Council, we value the Human Learning Systems approach to shape more human, responsive public services. It focuses on building strong relationships, learning from what works, and adapting support to fit each person's unique circumstances. Instead of relying on rigid processes and targets, it encourages collaboration, trust, and shared problem-solving.
While we are still in the early stages of applying this approach in adult social care, we see its potential to help us work better with people who draw on care, providers, and partners to improve outcomes and build a more human-centred system.
